Delivery procedure
Delivery (handing over) of “Spetssvyaz-Courier” items is carried out:
- at the address specified in the individual invoice / on the envelope of the shipment;
- at the acceptance/issuance windows for “Spetssvyaz-Courier” items in the special communication subdivisions.
Delivery of “Spetssvyaz-Courier” items in localities served five days a week is carried out daily on weekdays from 9:00 to 17:00.
In localities served by the State Enterprise “Spetssvyaz” at specific hours according to the schedule for fewer than five days a week, the delivery of “Spetssvyaz-Courier” items is carried out according to the service schedule of that locality.
The State Enterprise “Spetssvyaz” reserves the right to shift the time limits for service. The time frames indicated in the schedule are determined by technical capabilities and do not constitute an obligation of the State Enterprise “Spetssvyaz” to deliver items strictly within these intervals.
“Spetssvyaz-Courier” items addressed to a legal entity are handed over to individuals authorized by it. In the individual invoice, the recipient specifies the surname, first name, patronymic (if any), the position of the authorized person, the date and time the item is handed over, and either the details of the power of attorney or a stamp/seal impression, if available.
“Spetssvyaz-Courier” items addressed to an individual entrepreneur or a private individual are handed over to such a person upon presentation of the document on the basis of which “Spetssvyaz-Courier” items are issued.
The addressee may authorize another person to receive the courier shipment by issuing a power of attorney in the manner prescribed by law. The power of attorney and a document proving identity are presented when receiving “Spetssvyaz-Courier” items.
One-time powers of attorney for receiving “Spetssvyaz-Courier” items or one copy of a power of attorney issued for a specific period remain with the State Enterprise “Spetssvyaz.”
For “Spetssvyaz-Courier” items that arrive with a discrepancy in the actual weight compared to what is indicated on the shipment, or with damaged packaging, a report is drawn up in two copies. Such items are handed over to the addressee together with one copy of the report.
“Spetssvyaz-Courier” items with declared value that arrive in a defective condition are handed over at the special communication subdivision, and upon delivery to the addressee, they must be opened by an employee of the State Enterprise “Spetssvyaz” in the presence of the addressee.
If, upon opening the “Spetssvyaz-Courier” item, a shortage, complete or partial damage, or spoilage of the contents is discovered, a report is drawn up, signed by the employee of the State Enterprise “Spetssvyaz” and the addressee. One copy of the report, together with the “Spetssvyaz-Courier” item, is handed over to the addressee, and the second copy (for which an internal check is carried out) remains with the State Enterprise “Spetssvyaz.”
If the addressee (recipient) refuses to open the “Spetssvyaz-Courier” item, it is handed over under signature with the note “Refused to open.” In this case, no claims regarding such an item are accepted.
In the event of non-delivery of the “Spetssvyaz-Courier” item, the second attempt to deliver the “Spetssvyaz-Courier” item may be made, by agreement with the addressee (recipient) or the sender, on another day for an additional fee in accordance with the tariffs approved by the State Enterprise “Spetssvyaz,” unless otherwise provided by the Service Agreement for sending “Spetssvyaz-Courier” items.
Confirmation of the delivery of the “Spetssvyaz-Courier” item is indicated by the recipient in the individual invoice or the issuance registry for deliveries en route, specifying the details of the presented documents, signatures, surname, first name, patronymic (if any), the date and time of receiving the “Spetssvyaz-Courier” item, power of attorney details, stamp (seal) impression (if available). Copies of these remain in the production documents of the special communication subdivision.
