Admission procedure

“Spetssvyaz-Courier” items are accepted under one of the following types of services:

• “Door-to-door” – acceptance of the “Spetssvyaz-Courier” item at the address specified in the application, transportation, and handover of the “Spetssvyaz-Courier” item at the address specified in the individual invoice.
• “Door-to-window” – acceptance of the “Spetssvyaz-Courier” item at the address specified in the application, transportation, and handover of the “Spetssvyaz-Courier” item at the issuance window of the special communication subdivision serving the locality specified in the address of the individual invoice.
• “Window-to-door” – acceptance of the “Spetssvyaz-Courier” item from the sender at the acceptance window of the special communication subdivision, transportation, and handover of the “Spetssvyaz-Courier” item at the address specified in the individual invoice.
• “Window-to-window” – acceptance of the “Spetssvyaz-Courier” item from the sender at the special communication acceptance window, transportation, and handover of the “Spetssvyaz-Courier” item at the issuance window of the special communication subdivision serving the locality specified in the address of the individual invoice.

Acceptance of items is carried out based on external features (number of places, type and condition of packaging) and individual invoices or acceptance registries, without checking the contents, and without accepting responsibility for the internal contents of the “Spetssvyaz-Courier” items.

“Spetssvyaz-Courier” items are accepted according to an individual invoice in 4 copies, the form of which is given in Sample 1. When sending a large number of “Spetssvyaz-Courier” items (more than 5) in a single application, an acceptance registry in the form presented in Sample 2 may be used.

The individual invoice is filled out by the sender on the form provided by the State Enterprise “Spetssvyaz.”

A large number of “Spetssvyaz-Courier” items (more than five) can be accepted without an individual invoice. In this case, the sender clearly and legibly indicates on the front side of the shipment (package, parcel) the full name of the sender and his address, the full name and address of the recipient, necessarily indicates the contact phone numbers of the sender and recipient, the type of shipment, the type of service, the declared value (if necessary).

The recipient’s address is located in the lower right part of the item, and the sender’s address is located in the upper left part.

The dispatch of a large number of “Spetssvyaz-Courier” items is carried out according to the acceptance registry drawn up in two copies, the form of which is presented in Sample 2. In the acceptance registry, the sender indicates the name of the special communication subdivision carrying out the acceptance, the sender, the account number, the type of service, the serial number of the item according to the acceptance registry, the type of item, the declared value (if any), and the address and full name of the recipient for each shipment.

When sending an item with declared value in the acceptance registry in the “Declared value” column, the sender indicates the amount of the declared value.

When sending a “Spetssvyaz-Courier” item with declared value containing precious metals and gemstones, and products made from them, the sender must indicate in column 5 of the acceptance registry “Invoice number” the invoice number. The sender is obliged to present to the special communication employee the corresponding invoice indicated in the acceptance registry for verification of the actual cost of the goods with the declared value of the “Spetssvyaz-Courier” item. If there is a discrepancy between the cost data of the shipped contents indicated in the invoice and the acceptance registry, the “Spetssvyaz-Courier” item will not be accepted.

At the end of the registry, the sender indicates the total number of “Spetssvyaz-Courier” items in words and signs it, stamped (if available) with a seal corresponding to the name of the sender indicated on the special shipment.

“Spetssvyaz-Courier” items are accepted by the courier in packaged form.

The sender prepares and securely packages the “Spetssvyaz-Courier” items to ensure the safety of their contents during transportation and possible multiple reloads in the expedition points, preventing access to the contents of the “Spetssvyaz-Courier” items. If necessary (glass, etc.), the sender provides special packaging of “Spetssvyaz-Courier” items.

The packaging of the “Spetssvyaz-Courier” item must prevent damage to other items.

The following are prohibited from shipment in “Spetssvyaz-Courier” items:

• items that, by their properties or the nature of their packaging, may pose a danger to postal operator employees or cause damage to other courier items;
• combat, civilian, service weapons and ammunition thereto, except in cases established by law;
• narcotic drugs, psychotropic substances, their precursors and analogues, including medicinal products containing them, without the appropriate permit;
• potent, poisonous, flammable, explosive, and other hazardous substances;
• radioactive substances;
• Belarusian rubles and foreign currency.
